what toolpath are you using? In contour ramp you can make sure 'linearize helixes' is unchecked to output G02 and G03 commands. Also can check your arc settings and machining tolerance

circle toolpath in mastercamx3 tolerance 0.001 what any program in nc editor that correct. and not only do the circles, but sureface or solid same any step in x,y,z axis..

Backlash in your machine.
Machine 1 quadrant at a time, 4 toolpaths for 1 full arc. Use nice tangent lead in/out, adjust compensation for fine tuning at the machine.

I think he is saying his arc moves are in small -x- and -y- increments instead of G02's and G03's. Would be my guess.
