Force tool change is usually only used when you want to send the machine home in z when still using the same tool. Like if you wanted to put an M0 there to check a dimension or to be sure that the tool did not break. Otherwise when you post your program tools will automatically be posted to change with an M6.

I'll sometimes use a forced toolchange when a feature needs to be dialed in, but the same tool has just ran another feature.  That way the operator can restart just for the feature to be dialed in.

Ditto every one else. It's an as needed basis. If it's ok to let it eat, let that dog eat. If you have to sneak up on something then force tool change.
