Little x's and line with two points on it when drawing circle inside another

in MC 2018   when I am drawing a circle within a circle there are 4 thing that are displayed  a square   a red x and a green x and a line with two end points ..... what do they mean

The green and red dots are temporary midpoints, if you hover over a position a red x will appear, then hover over another position a green x will appear equidistance between the two.

I think I need further clarification.   The object is to make multiple circles on the exact center.

no it goes away i think my hand eye coordination leaves a lot to be desired        ie huvering too long and being un certin about to do..........
