Tool Manager interface/program does not open .tooldb libraries

When I export a tool library in the .tooldb format, and then open that .tooldb file outside of Mastercam, the 'Tool Manager' interface/program is started and opens. But the 'Tool Manager' interface/program doesn't open the tool library - it's just empty space with some options to create milling tools (with no lathe tool options). When I open .tooldb files inside of Mastercam they are indeed recognized, but why doesn't the 'Tool Manager' interface/program recognize them?
