I  just want to learn How to build a C hook plugins  to improve the SetupSheet for lathe.

No, you need to link your account on Mastercam.com

To generate a linking code in Mastercam.exe got to File->Community->Link Account

The linking code needs to be entered on Mastercam.com

Yes, only "Licensed Users" will be able to use Mastercam and become a Mastercam Developer.

Mastercam already comes installed with Active Reports and the Active Reports Editor, which can be used to develop as simple, or as elaborate a Setup Sheet as you like.

I'd like to expand a bit more on this, the third party developer program exists to provide the means for developers to enter into a partership with Mastercam to gain access to development technology and software. This does not necessarily involve any purchases and is a great opportunity. For users interested in the program can contact partners<at>mastercam<dot>com as stated on their website.

Outside of partnership, the chook sdk requires a linked account which can be done via any computer with a valid Mastercam License. This could be your companies computer with a valid mastercam License or your own.

The Nethook Api has not such restrictions as you only need NEThook_3.dll and visual studios to build an add-in, yes even nethook_3.dll in the hle version would work, although hle won't actually run a nethook.
