That is an iso metric view someone saved. That is completely unusable to make a real part from. Doing so without a drawing to reference back to to make sure anything you pull from that is correct could be a disaster in the making.

You can create a new WCS using geometry and picking 2 lines. To do this you pick one line that represents the X Axis I would pick the bottom edge and one line that represents the Y axis which would be the inside edge of the iso metric view to have it look correct on the screen and program form there, but again I would ask for a correctly saved DXF. Doing what I said you will notice the part is not square it is a parallelogram.
