Radius part with C axis?

Im not sure what I can use on this part to create the .36 radius with a C-AXIS vtl. When doing these on a mill i create a drive surface and use flowline and can get it done. I tried the same but I dont think flowline supports c-axis. I tried messing with opti rough a little but im not sure where to go or what the correct path would be to use on this. I do not have a multi-axis license. 

 

any suggestions?
