Full tool diameter feedrate compensation

I'm not sure how to word the subject line. Anyway, it's a 2.000" hole, .500" endmill, 2D Pocket, helix entry. Now, cutter engagement is much higher at the center of the hole than closer to the OD of the hole. My programmed feedrate is too high when the cutter is at the center and just starting to spiral outwards. Is there a way to program a feedrate that compensates for this sort of thing?
