Roughing Internal Cone

If you turn off level 2 of the attachment, you can see the cone surfaces I'm trying to rough out. In level 2, I have a 3/8 hole thru the center of stock. I've tried many different toolpaths but can't seem to find one that will start my 1/4 ball mill in the center of hole and work its way out. I would like to have .100 depth cuts with a .05 step over. What am I overlooking here?

Can you use surface rough pocket? you may have to add a surface in the hole
