I haven't tried it, but  I'm guessing there would be video issues

As on board video is not supported, I too would imaging graphics issues

I've got it on a comparable Lenova and if you're patient you can make do. But make do is all you'll do. Try, worst case uninstall it if it won't work.

My colleague Todd was able to run Mastercam X8 on a surface pro 2 tablet before he retired and showed me it a few times. It seemed exceptionally difficult to accomplish a majority of tasks on that small touch screen but I was impressed that he was able to run it and generate code off a tablet. Possibly could work for small quick changes to your existing programs but I think it would be a nightmare to program your day to day jobs on a lower power tiny device like a tablet.

I was also curious if a Surface Pro 4 would be capable of whatever "Mill Level 1" is called these days. For "simple" stuff like solids, 2d and 3d hst toolpaths for small parts.  Maybe single surface toolpaths.  I was picturing docking it both at home and at the shop.

It will work but how well depends on what you're doing

The tablet Josh mentioned above was a Surface RT. Didn't do very well. My Dell Venue Pro with I5 processor does fine with Mill Level 1 type work. You need to remember it is a tablet I-5 processor and not a desktop. Graphic were fine.
