With the "regular Surface Finish Parallel" paths, this is not possible. The stepover is a "fixed width", so if there is a "remainder" on the surface that is less than the stepover distance, the path will not make the last pass.

 

You can add an extra tool path: Surface Finish Project, and use a curve that is offset from the far surface edge, the radius of the cutter, if you want that "last pass".

 

Another solution (if you have a Multi-Axis License), is to use the "Morph between 2 curves" path, and set the edge handling to "start/end at exact surface edge". Then, you can use the "Margins" feature to offset the cutter centerline, by the radius of the tool. This will give you a "parallel" path, that has the first and last pass with the tool tangent to the exact surface edge...
