It can chip if your tools are not sharp. Make sure to face below the gel coat by .02 or so, so it does not delaminate. Making a chip with it will make the tools last...longer. I always cut it with coolant and run additional filters to collect the bulk of the crap. If you run coolant, run it on a machine with a small sump, because no matter how well you filter the coolant, overtime it will build up in the tank. 

If you do it properly it will not chip when facing over existing holes.

Harvey has cutters designed for composites, including "compression" cutters to avoid delamination.

It actually doesn't cut too bad, thought it would be way worse. Seems that either wet or dry is chip/dust containment is almost impossible. It's either in the air (bad)  or clogging the coolant screens. I only have 2 pieces to do so not the worst, just that they are 18 x 32 and 2 inches thick. Milling the width down from 21 to 18 and taking roughly .07 off the thickness.
