Dynamic xform to compound axes feature

We are on x9. Just recently started playing with dynamic xform. Is there a way to xform a certain feature of a part to origin while telling it to face up in z zero in the same manipulation? Example being a counterbore on top of a thru hole at a compound angle of axes relative to a face surface. More simply, can I xform an entire part at odd angles in 2 separate axes based on one particular feature and tell it to put that feature perpendicular to z?
