Okuma MB4000.   Has anyone seen this?  HSK63 holder.  We've changed the spindle location for tool change and are trying to see if that fixes it.  Brand new machine.

Is the tool change loud? Does the arm "BANG" into the holder?

also,you can use the One Step Advance button to see if it's misaligned.

Yikes, that is a lot of interference. The only way to correct this is to purchase the alignment tool, or have someone come in that has one.

If it is brand new, have your distributor come in and re-align it for you.

Though in reality, every shop should have an alignment tool for every spindle type in the shop, and you should check it once per year at a minimum.

as well as a test bar. The prices of these things are far less than a new spindle if the taper is hitting/wearing on the spindle wall unevenly.

Your "Z" position is off for tool changing. You need to find the parameter and change it.

Talk to the place where you bought the machine. That need to be fixed before you start running jobs.

We had to replace our tool change arm on the HAAS. No big surprise. It was bent after 8 years of running from pulling tight tools out of the spindle. It was re-aligned  to the spindle and the Z position. nice and quiet now.

But it is a HAAS !!

check your tool change arm.  it might be full of coolant and can hit hard when changing tools.
