Mastecam does not open

It could be due to the graphics card.  Mastercam does not support onboard graphics cards like intel.  Most of the time when the start up gets hung up it is due to that reason.  One thing that you can try to see if it is graphics related is to go to the start menu and under the Mastercam folder select "Advanced Configurations".  Then got to "Graphics Support" and disable "Hardware Acceleration" then try to open Mastercam, if it opens then it has something to do with the graphics card.

That happened to me earlier this week after replacing a computer. I disabled the hardware acceleration and it started right up.

I agree with justin, check to see if you have a dedicated graphics card, dedicated graphics cards are a required per the system requirements on mastercam.com but as smit mentioned you may be able to disable hardware acceleration found under the advanced configuration utility and may be able to limp by.
