If I have a feed .1 set in MC it outputs F.1 in the NC code.

The machine will not adjust feed with the feed rate over ride dial.

If the NC code reads F.10 then I can control the feed rate over ride on the machine

Look at the format statements. You need one that forces the trailing zero.

If you cant' find one copy fs 10 assign a new fs number and add a "t" at the end, then call this new fs number per above. You will see examples in the Format Statement portion of the post.

I changed the post  # Post Name           : GENERIC FANUC 4X MT_LATHE.pst

fmt  "F" 10 feed        #Feedrate Dave was 18

But I still don't get two trailing decimals

G99 G1 X66.204 Z.77 F.1

Because you are not forcing them in the Format Statement.

You are only changing the Format Assignment. If you assign to a statement without the t it will not force the trailing zeros.
