Creating grid?

Really you don't. You could create one drilling operation then use Transform and get what your after. The only issue with that approach would be all the Canned Cycle calls and cancels. If you don't care how the code looks then 2 operations with one CAD point you can do whatever you want.

That function doesn't exist anymore - quick history lesson! Around about the X9 period the Create/Point/Grid was removed and rolled into the 2D Drill toolpath as an option called Pattern.  Since around Mcam 2018 and the redesign of the drilling dialog that option went away too.  If you just want a grid of point entities then the suggestion of heavychevy2155 would be the best way to go I think.

Yep.   Toolpaths are not CAD :) 

Really, Transform > Rectangular Array is what you're looking for to create the geometry itself, or you can use a transform OP as Ron said. 

If you have an irregular pocket to fill, the chook that JParis recommends is good.  It's also a great way to get CMM positions for a surface inspection routine. It is a lot more advanced than the Pattern/Grid options were, so that's probably not what you're looking for.

If you're looking to add points along a line/spline, use the Wireframe > Point > Point Segment command if you're not already:
