Help generating linking code for Mastercam U

I downloaded the Mastercam Licensing Utilities to generate the linking code for Mastercam U. I have a login for Mastercam.com, but trying to run mastercamdotcomlinking but it doesn't work. It says my firewall or antivirus is blocking it, or mastercam security device is currently disabled or unplugged. 

Mastercam HLE 2021 installed on home PC, windows 10, I tried turning off firewall and antivirus (just windows defender basic) to try it again but that didn't work. 

Has anyone had this issue?
