Why would the toolpath jump 90 degrees from the actual programmed profile and post out 90 degrees also?

It is shifting the B-90 because you have a 5axis machine def, it needs to rotate to hit that angle, C83.xxx is the position the C axis will begin at.

 

You may need to rotate your geometry if you're looking for something closer to C0

 

Knowing what you're expecting to see would be helpful

I think you are right about the 5 axis machine def. I tried a 4 axis machine def and that did work better. Just was looking for the toolpath to be at the geometry location.
