Issue with tool manager x9 and 2017 new laptop

I recently got upgraded to a new laptop at work.... So I installed mastercamx9 and 2017 and I am running to this issue with the tool manager not displaying. Everything seems to work fine but when I go ahead and try to create or edit a tool the toolmanager window does not load. I have spent days on this with no solution.  I know it must be graphics related.

 

I have upgraded the drivers for the graphics card but no go. 

 

Has anyone come across this? Is so what was your fix...
