You can purchase a blank EPROM and program it if you have a copy of the EPROM's contents and an EPROM burner. When I ran my computer repair business many years ago, I used to operate in such manner.
I'm assuming you have neither, though. You can go to the manufacturer and ask if they will sell you a pre-loaded chip if the EPROM was programmed by the equipment manufacturer, such as a BIOS chip in a computer. They won't sell it to you since they probably view the chip's code as proprietary property.
whether the EPROM is truly blown, you most likely won't be able to get the device to work long enough to check the manufacturer's website to see whether an online re-flashing option is available.
