IMPELL.DLL is an experimental piece of software that was released by mistake with some versions of V9. The interface on it as released is nigh unusable, and was still in development at the time.

 

From time to time someone will ask about it, but to the best of my knowledge, it has never made a formal release intentionally. This is also why it is entirely undocumented.
