Create arc tangent to 2 arcs

Is there a way to create an arc tangent to arcs?

 

Here's what I am trying to do.

 

I have a modular fixture plate laid out. On this plate I am trying to lay a part over it in a certain position. I have dowel pin holes that I would like to move this part to requirinig tangency to 2 arcs.

 

Tangent to 2 entities does not seem to be an option available.

It's not in circle/ tangent John. You have to do it with circle/ edge point/ tangent.

Isn't a fillet an arc tangent to 2 entities?

Could you use fillet in this case?
