This is a long shot but you might check your folder options in Windows. Control Panel > Folder options > View tab. Make sure "Show hidden files & folders" is checked and un-check "hide extensions for known file types". I haven't seen this issue because of these settings but I've seen installations fail and weird things in File > Open because of this. It's worth a shot though.

 

The symptoms sound like access rights in Windows but usually an error would appear when you try to OK out of the config dialog.
