Not to say it can't and doesn't happen, however the only times I have seen that message a virus has invaded the system.

 

I would start by looking VERY closely at that.

 

If you surf the 'net you should never do it will logged in with admin privledges unless you are doing something very specific that requires you to be.

1. You use account that was blocked via the "Local Group Policy" or "Domain Group Policy".

 

2. Some registry settings block you from using "Task Manager".

RESOLUTION

 

 

1. Verity that the "Local Group Policy" or "Domain Group Policy" doesn’t block you from using

 

"Task Manager".

 

1.1 "Local Group Policy"

 

a. Go to "Start" -> "Run" -> Write "Gpedit.msc" and press on "Enter" button.

 

b. Navigate to "User Configuration" -> "Administrative Templates" -> "System" -> "Ctrl+Alt+Del Options"

 

c. In the right side of the screen verity that "Remove Task Manager"" option set to "Disable" or "Not Configured".

 

d. Close "Gpedit.msc" MMC.

 

e. Go to "Start" -> "Run" -> Write "gpupdate /force" and press on "Enter" button.

 

Note: If you are using Windows 2000, please follow KB q227302 instead stage "e".

 

Using SECEDIT to Force a Group Policy Refresh Immediately

 

 

1.2 "Domain Group Policy"

 

a. Contact you local IT support team.

 

 

2. Verity correct registry settings::

 

a. Go to "Start" -> "Run" -> Write "regedit" and press on "Enter" button.

 

 

Warning: Modifying your registry can cause serious problems that may require you to reinstall your operating system.

Always backup your files before doing this registry hack.

 

b. Navigate to the following registry keys and verity that following settings set to default:

 

Windows Registry Editor Version 5.00

 

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem]

"DisableTaskMgr"=dword:00000000

 

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionGroup Policy ObjectsLocalUserSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem]

"DisableTaskMgr"=dword:00000000

 

[HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionpoliciessystem]

"DisableTaskMgr"=dword:00000000

 

[HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows NTCurrentVersionWinlogon]

"DisableCAD"=dword:00000000

 

c. Reboot the computer.

When one tries to open task manager, may get the following error-"Task Manager has been disabled by your administrator.This happens if there is restriction in the registry-DisableTaskMgr value becomes one(1) instead of zero(0).In XP Professional it may be blocked via the "Local Group Policy" or "Domain Group Policy".

 

RESOLUTION:-

 

XP Home Edition:-

 

1]Start>Run>Regedit>OK

 

2]Now navigate to the following location:-SoftwareMicrosoftWindowsCurrentVersionPoliciesSystem.Double click on DisableTaskMgr. If it is not present then Create a new DWORD valued named "DisableTaskMgr"

0 = default, 1 = disable Task Manager. Set the value data zero.

 

3]Restart computer.

 

XP Professional:-

 

1]Start>Run>gpedit.msc>ok

 

2]Double click on Administrative Templates under the User Configuration.

 

3] Now double click on System. Select Ctrl+Alt+Del options. Double click on it.

 

4]Select Remove Task Manager. Right click on it and select Properties. If this setting is enabled and users try to start Task Manager, a message appears explaining that a policy prevents the action. So by disabling the policy, you are enabling the Task Manager.( (Click Setting>Select Disabled radio button>Apply/OK)

The point being that does not change by itself and it's too deep in to happen by accident.

 

I've gotten 3 calls from friends and family, all with the exact same occurance and ALL 3 had virus' on their system.

 

If he comes back and finds it was password protected now, he's got a problem.
