3d Contour from surface

Ok, I am kinda stumped. On a part I am working on Pencil finish isnt working out that well, what I am trying to do is have a normal 3d contour toolpath with a ballnose that the "Z" is controlled by a surface, not a chain. I want to ghave cutter comp on, and have the tool finish the entire wall with out gougind like a normal 3D contour. is this possible, or is pencil my only option?
