Right now at tool changes and index moves (when Mpmaster is set to horizontal mode), you will get a full G91 G28 Z0 retract.

 

In ptlchg0, this line call up pstop:

if mi10 = 1 & op_id<>last_op_id | (tlplnno <> prvtp & vmc = 0), pstop

 

pstop calls a retract, followed by start up moves including spindle on, length comp, etc.

 

If you want to move to a retract plane, don't call pretract from pstop - just insert you own logic for the retract move you want.
