That's was my thought too Ken, nope didn't help.

 

The ONLY thing I was able to come up that worked was using computer instead of control.

 

His path seemed to ignore he had a drilled hole there even though use stock was enabled, simply picking computer instead of control and the path generated as expected.

I haven't seen the file but there are [2] things that I've seen result in things like this:

 

1) Select 'overlap' in your roughing options, even if you set it to "0" overlap amount [which I always do] it will change your toolpath significantly.

 

2) If your stock to remove on one step is less than the nose radius of the insert MC will ignore it sometimes, particularly with Canned toolpaths, so you may need to drill the hole smaller in MC than it really is in order to prevent this.
