HS Holder clearance question

Question guys and girls.

 

Say I'm cutting a surfaced modal and I have 3mm stock in my HS toolpath.

 

In the same toolpath I now say "Holder Clearance" = 2mm.

 

From MC help it says:

Mastercam uses this value when gouge checking the toolpath against the tool holder. Mastercam ensures that the tool holder will stay at least this distance from the surface model.

Does this mean the holder will stay away from all surface by 2mm.

 

But if I have 3mm stock from toolpath parameters wouldn't the holder gouge?

 

Shouldn't HOLDER CLEARANCE be on top of toolpaths stock also? Maybe it is?
