Feed adjustment on arc move (peripheral feedrate) incorrect

Where are the calculations for peripheral feedrate?  MC calculates ID and OD feedrates the same way, reducing both.  OD feedrate should be faster.  I don't see any calculations for that in the post.

Its coming from the NCI, now how do I fix it?  

 

MC's own help file says it should do it correctly.

"Adjust feedrate on arc moves

Adjusts the feed rate to maintain a constant chip load at the peripheral edge of a milling tool or the radius of a turning tool where they contact the stock. For example, Mastercam might speed up the tool on the outside of an arc, or slow it down inside an arc.

Highfeed screws it up also.  Reduces ID and OD.
