Is it possible to make the "follow rules" STICK for every session?

 

For example, I have decided my preference is to have the top 2 items checked which requires the C-Plane, T-Plane, and G-View to all follow the WCS.  I make my selections, save my file, re-open the file and my choices are gone back to the default settings, apparently?  Is this the intended behavior?
