It sounds like you have your threadmill tool defined with enough teeth to complete the feature with one cut...

That is determined the the number of active teeth on the cut parameters tab

If you click down in the tree to Multi-passess, you can select multiple passes on that tab and set how you would  like them

Yes, so long as the number of teeth is less than the depth needed, it will create extra passes around...

Try 1 tooth then tell it 10 teeth, you'll see the difference
