Nope...64 bit operating system

Why is it when I start the task manager, and regenerate a toolpath the CPU usage never goes above 50%? The computer is new and I expected more than a benchmark of two minutes. It is a quad core and set up to use all cores available. AMD Phenom 2 X4 processor 3.5 GHz Quad core 16. GB The IT guy had already washed his hands of this issue, but I'm not happy. Am I missing something??

Our IT person is recommending an AMD Phenom II x4970 Processor at 3.5GHz versus an Intel processor. It is a quad core and he is very confident that is will out perform an Intel of the same caliber. Has anyone had any experience with these processors?
