Any idea why using this nethook would cause all threading operations, some morph operations and some project toolpaths to go dirty? Happens when I turn it on and off.

It also seems to be lagging a lot more than it was last week. 

Not a biggie, they regen in a couple seconds.

I will check but I guess API is limited regarding this. Probably Mastercam is 'thinking' (on certain circumstances...) a major change happened and make toolpath dirty...

Can't reproduce this here (with 2023), neither with thread mill or project (legacy or unified).

May you post a part file example showing issue?

Commit() tends to do that with solid chains or geometry even if you use (false),

It was sort of fixed at one point, maybe a regression
