You need a line to enter cutter comp and doing it along your feature probably isn't a good idea. 

You have to have multipasses or depth cuts on to get a spring pass and you can set them to 0 step, then you can change Lead in/out set it to only lead in/out on start and finish passes. That will create a smooth spring pass.

Just for fun, technically you could find the circumference (or whatever the correct word is lol) of whatever feature you're cutting, and set that to your contour lead-in/out overlap box in the top right.

 

this would give you the motion you're looking for, but it is with multi-pass. this will spit out: clearance/retract/go to depth/finish pass, stay down and spring pass/retract back up

edit: I'm sorry after re-reading OP, this will have the same cutter comp for both finish and spring pass. not sure if that's what you're looking for
