What am I doing wrong.

I am defining a 6mm diameter chamfer cutter.

The point has a 0.3mm flat on it, so in my tool library I define it as having a small diameter at the from, and the 6mm at the top. After saving it, it allways comes back upside down. 6mm at the bottom and 0.3mm at the top. HELP

 

Chamfer cutter, Chamfer mill...same dog shorter hair.
