The best solution is a application-specific post to handle this. The rotaxtyp variable can be set to 4 to force all of the data to univeral coordinates, but there are other things to consider - like enabling long hand drilling, G17/G18/G19 arc planes, disabling cutter comp in control, etc. - unless the control has internal WCS rotation capabilities - G68 (Fanuc), CYCLE 19 / G80 (Heidenhain TNC / ISO), G7 (MillPlus), ROT / AROT (Siemens), etc.
