Undercut w/ Custom Tool

I think I have read in hear before that it is not possible to do a surface contour to undercut a feature using a custom tool definition. Is that in-fact true. I need to be able to verify cutter and holder. I have the profile drawn on a layer and that layer referenced in my tool definition. If I define the tool as a lolipop mill the tool is the wrong size in verify but the path undercuts where needed. If I define the tool as undefined the tool is correct in verify but the path does not undercut. Is there a way around this so I can verify tool and holder?

You have to "scale" your tool drawing...

Ok, so that partially worked. The tool is now the right size in verify but now it is not undercutting where needed. I have gouge checking turned off but no undercut in toolpath.

I just changed the tool profile from custom file to auto and it does the undercut????
