X4 2d Swept w/ Lollipop Cutter

I am trying to profile the top of a radius with a lollipop cutter and I am getting strange results. Reason for profiling with a lollipop cutter is that when using a Surface Finish Contour with the Shallow option checked it was not recognizing the limiting step over - only the limiting step down creating a very long program.

When defining the tool it shows a very tiny tool in the display area with the profile set to auto.

 

I uploaded a file to the FTP site in the X4 file directory called lollipop.mcx.

Ok so whats up here? what do you not like? and if you could give me the solid I will look at it with SFC toolpath.

I had the toolpaths labeled backwards. The lollipop cutter is labeled #1 and #2. The ones labeled lollipop are actually the ball endmills.
