Create points\arcs

Running X4 Mu2. When I try to create points or arcs below the construction plane,say z-2. they snap to z zero. I usually create points

position,small arcs or arc center. Auto cursor detects x-y but not z. Will highlight at correct z depth but z does not move in ribbon bar. I figured out how to change construction plane for z manually but it used to do it auto in x3. Is there a setting for this?
