c-hook line length created from midpoint.

I,m looking for a C-Hook that can do this. Create a line were's the total length is generated from the Midpoint

 

For example create a vertical line 3 inchs in total length thats generated from its midpoint after specifiying the total lenght either by mouse pick or manual data input , Then Type or Pick your midpoint location X0,Y0, . Now you have a line that thats 3inches in length with end point values X0,Y1.5 & X0,Y-1.5

Also with the options of vertical,horizontal, polar & sketch.

I contacted other c-hook developers about this .Just trying to get more input/info out Here.
