wire default ops..generate stops

How do I get my default ops to have the "generate stops for first tap of each chain" turned on. When I open the defaults ops this option is grayed out so I can't click it on. I had this on in V9 But can't get it to work in 9.1.

let me rephrase my question. In wire cut parameters, it give you the option to either generate a stop on the "first tab cut in operation" or generate in "first tab cut in chain". I would like to make my operation default be set to "first tab cut in chain", but I'm unable to do this. When I open operation defaults this option is greyed out.

When having multiple chains in and operation, this option generates a stop on every chain not just the first.
