Why is the feed plane dialog box not available when programming a drilling cycle?

"Feed Plane" is controlled by the specific Drill cycle, G81, G82 G83... However that cycle is setup to run on your control determines how your tool will feed into the cut.

For most controls, the "Retract" value doubles as the "Feed Plane" value. So the machine will typically feed from the R plane. Some controls have an optional parameter that is output with the canned cycle values, and this parameter will let you rapid from the R plane to within a specified distance of the Top of Stock. You will need to make a modification to your post to get that extra parameter output (if your control allows it).
