You could use an ID facing routine but becasue the tool is ggoing to contact stock on the Z feed, the system is going to bark about crashing...

Chain it, and on the parameters change the direction of cut

Otherwise, a hole and facing up is genenrally a preferred method

select a Finish toolpath 

chain only the bottom entity from OD to center 

use finish step over and number of finish pass to control the depth of cuts 

play with lead in/out to control the infeed movement and avoid collision

 

ive used this method alot with a VNMG to cut small face recess like 4in OD and .06 deep

You could probably get the motion out of a finish pass with step overs.  I've done that on much larger parts.  Just put one chain at the "bottom" of the hole, single chain it, then use lead in/out to the the motion you need for the ramp in and out.  I'll show you if you'll upload a file with your geometry and tool.
