No they changed this behavior about 2020 or 2021 when they switched over to the newer interface. Things that use to be easier and faster got slower and more cumbersome for the sake of change. I use the same notes in my setup views a lot of the time and I just ctlr-c them so I can do like we did in the past with the old notes or drafting information that was like this.
