Program recognizing where stock is and is not

I have a solid model of what amounts to a 12.Ø OD tube with a 5.75 Ø ID thru it. I have work to do around theoutside of this part on 4 surfaces 90° apart, I'm ok with that.

 

Is there a way to get your toolpath to recognize that because of the OD there is not stock out as far as there is left say at -2.5 from the top of the radius.

 

I am getting alot more tool cutting in areas where there is not stock there but at lower heights there is. Or must I control this by creating more tool parts at the depths that I need the changes?
