I typically use lead to keep the back of the tool off the floor so it doesn't drag .

This is useful when finishing thin floors prone to chatter.

Tilt is useful if you want to finish a fillet

at the intersection of a floor and wall.

You want to machine the fillet, but don't want the tool dragging on the wall. A little tilt and a ball endmill can do that.

I can't think of a situation where you'd want to lag a tool, but I'm sure someone here can give an example.
