won't post all ops to one file

here's the deal. i created two machine groups in one file. in the second one i created a new op and also copied three from the first machine group. when i try and post all of them from the second group together i get two seperate programs with the difference being the new op in one program and the three copied ops in the other program. what am i doing wrong and how do i fix it?

Need to make sure all the NCI are the same name sounds like they are not. Should fix it.
