In the solid model verify, is there a way to

set the slider bar to quality as the default?

Not that I know of.

Did you try going into verify and then to configure. There is a cutter tolerance in there

and an STL tolerance. In wire I don't need to set those high now but when I was milling in 9.1 I used to get tiny areas not looking real good as you state in X. Give that a try.
