Offsets are only applied to unique planes or views (Views/planes are changes in toolplane or tool origin).

 

Using Toopath transform, you must be using the toolplane method and not coordinate. Cooridinate method will NOT product offsets.

 

Also if you are in the same plane, say top, but have multiple part locations along a sheet of plywood for example, then you need to toggle on the toolplane orin only option to get new offsets at every new tool origin created in the transform.
